Very dark, short shadows give the feeling of bright midday sun.
I had incorrectly attributed this work to the Spanish impressionist Sorolla, but it is actually by the American impressionist John Singer Sargent.

Hi, have just discovered your blog and like it very much, I love seascape paintings.
Just wanted to point that this painting is not by Sorolla, but Sargent.
Thanks for that correction Jose. Now that I look at it again, it does look more like Sargent.
